Our Mission & Vision

The California Collaborative for Long-Term Services & Supports (CCLTSS) advocates for the dignity, health, and independence of Californians who need long-term services and supports (LTSS).

The 10 Principles

The Collaborative's member organizations envision and strive towards an equitable, high-quality, and sustainable system of care based on the following ten principles:

Respect

Services are grounded in respect and driven by the preferences of the person using them.

Cultural Competence

Services and culturally and linguistically appropriate and responsive to the needs of the individual using them.

Flexibility

Services are comprehensive and flexible enough to adapt to changing needs and incorporate new modes of service and supports.

Accessibility

Services, facilities, and information about available supports is physically and programmatically accessible.

Quality

Public funding and oversight that values and rewards high-quality care.

Affordability

The services are cost-effective for the person and the system.

Choice

The system actively mitigates inequities that limit access to services, ensuring that access to all types of services is provided in an equal footing.

Inclusivity

The system recognizes and supports the crucial role of high-quality paid and unpaid caregivers, including family caregivers, and emphasizes the importance of workforce development and training.

Legality

Services are consistent with the legal rights of individuals who use them.

Independence

The services support maximum independence, full social integration, and quality of life.

What We Do

To achieve our mission and vision, this is what CCLTSS strives to accomplish.

Fosters understanding among members about the importance of all of the components of LTSS.

Educates policymakers about the needs of older adults and people with disabilities.

Develops policy solutions and recommendations for systemic improvements.

Supports members in their advocacy on behalf of the programs and services that are the backbone of California's system of care.

Keeping a DEI Frame of Mind

By integrating DEI into our strategic operations and across all Collaborative activities, we work to ensure that all voices are heard and that policies are inclusive, equitable, and responsive to the needs of all Californians. We believe a DEI mind frame strengthens our societal fabric, leading to more robust and adaptable solutions that benefit our communities as a whole and pave the way for a future where every individual – regardless of age, ability, race, ethnicity, sexual orientation, or gender identity – can thrive.

What Are LTSS?

LTSS refers to a wide range of personal, medical, and social supports needed by individuals functional limitations over an extended time.
